HOW MUCH OF RENEWABLE ENERGY GENERATION HAS THE SEIN STOPPED FROM INJECTING?

Abstract

The D. Leg. N ° 1002 and its regulations establish that the award of renewable energy projects (hereinafter RER) is through auctions, being the MINEM, which determines the amount of energy to be auctioned for each of the RER technologies, that is, the ministry it assumes a sort of planner of how much energy it should allocate through RER generators, leveraging the scope of the COES and OSINERGMIM itself. The results obtained consider only the awarded solar, wind and biomass plants; in the first auction a capacity of 177 MW was awarded, in the second 109.2 MW was awarded, in the third auction no power was awarded and in the fourth auction 356.08 MW was awarded. In total, during the 10 years of validity of the regulation that promotes the development of the RER is 642.28 MW.

The art. 2 ° of the D.L. N ° 1002, Law to promote the generation of electricity with renewable energies indicates that the MINEM will establish every five years a target percentage in which the electricity generated from RER must participate in the national consumption of electricity, not considering this percentage target to hydroelectric plants. More than 10 years after the D.L. N ° 1002, the goal of 5% participation was never achieved. In view of this, this article analyzes how much RER generation has not been injected into the SEIN due to non-compliance with the objective goal of RER participation.
